Overview of the Teen Driver Licensing Process.

This timeline outlines step by step the teens licensing process. Links are provided at every stage for more detailed information. Please contact us if you need assistance, we’re happy to help.

It all begins when your teen enrolls in a Segment 1 class and driving sessions. We’re excited that you chose Rising Stars Academy of Driving—let us prepare you for the road ahead.
Congratulations! Now that your son or daughter is 14 years and 8 months old, they are eligible to begin Segment 1 driver’s education. The first step is for a parent or legal guardian to grant permission for enrollment. We look forward to welcoming your family to RSAOD!
The Segment 1 Certificate of Completion is issued after your teen successfully finishes the Segment 1 course. Once you receive the certificate, you must visit the Secretary of State (SOS) with the required identification to obtain a Level 1 License (also known as a learner’s permit). This license allows your teens to legally drive on public roads with a parent or legal guardian.
The Level 1 Learner’s License (L1L) allows your teen to legally drive while accompanied by a licensed driver who is at least 21 years old. Many families choose to obtain the L1L as soon as possible, since teens must hold this license for a minimum of six months before they are eligible to apply for a Level 2 License.
Before enrolling in Segment 2, your teen must complete a minimum of 30 hours of supervised driving, including at least 2 hours of nighttime driving. Please remember to maintain a detailed driving log, as it will be required for proof of completion.

Great progress! Your son or daughter has held their Level 1 License for at least three months and has completed the required driving hours, which means they’re ready to enroll in Segment 2. Your teen is Getting closer to taking the driving test and earning the ability to drive independently. We hope you’ll choose RSAOD for Segment 2.
After completing a minimum of 30 hours of supervised driving and holding a valid Level 1 Learner’s License for at least three consecutive months, your teens are ready to enroll in Segment 2. This three-day course concludes with the issuance of a Segment 2 Certificate of Completion, which must be presented at the Secretary of State (SOS).
Upon completion of the Segment 2 course, your teens will be issued this certificate. Please retain it, as it will be required when taking the driving test.
At this stage, your teen should already have a minimum of 30 driving hours completed. Prior to taking the driving test, they must log at least 50 total hours of supervised driving, including a minimum of 10 nighttime hours. A complete driving log must be presented at the test site. On the day of the test, please bring the driving log, Segment 2 Certificate of Completion, and learner’s permit. If a personal vehicle is used, proof of insurance and vehicle registration are also required.

For drivers over 18, a TIP is required from the State. You can download the State’s study guide to learn what to expect during the TIP test. Click here to download the State’s study guide
The Level 2 License (L2L) comes with certain restrictions. Your son or daughter is eligible if they are at least 16 years old, have held a Level 1 Learner’s License (L1L) for a minimum of six months, and have remained crash-free and violation-free for the previous 12 months. Teens must also have completed Segment 2 and received a Certificate of Completion, as well as passed the Driving Skills Test.
The Level 3 License (L3L) comes with no state-imposed restrictions. Your teens are eligible if they are at least 17 years old, have held a Level 2 License for at least six months, and have remained crash- and violation-free for the past 12 months. Once these requirements are met, the State will automatically issue their L3L. Congratulations, your teens have completed the licensing process!
